OpenAI is expanding its reach with the launch of its first Applied AI Lab outside the US, located in Singapore, as part of a significant partnership with the Ministry of Digital Development and Information.
This initiative, known as OpenAI for Singapore, was unveiled at the ATx Summit, with a substantial commitment of over S$300 million. The lab is expected to create more than 200 technical roles in Singapore over the next few years, aligning with the country’s AI Mission priorities, including public service, finance, and digital infrastructure.
Through this partnership, OpenAI will collaborate with government agencies and local partners on education and workforce programs, as well as support educators through the establishment of a Singapore chapter of the OpenAI Academy. Additionally, plans are in place to work with local partners on accelerator programs for AI-native startups, focusing on the operational and customer service applications of AI for founders and SMEs.
Furthermore, OpenAI will participate in the National AI Impact Programme and host Codex for Teachers hackathons. In a related development, Singapore has updated its governance framework for agentic AI, which was initially introduced by the Infocomm Media Development Authority at the World Economic Forum in January 2026. The revised framework provides guidance on risks associated with multi-agent systems, third-party agents, automation bias, and human accountability, featuring over ten case studies from prominent organizations such as Ant International, City Developments Limited, and Google.
